New-CsClientPolicy -Identity 2016-test -AddressBookAvailability WebSearchOnly have added this and assigned it to my account I had to find a guide for this, maybe is of use to other people the GALcontacts.db and GALcontacts.db.idx files don't exist I will have to report back later, as normally the error only appears later, not on login I am assuming on whatever time schedule it tried to download the address book so it looks like office2016 is not coded to download the addressbook, but as you user account is, it displays the error.
